Florida Statute 627.0629(1) requires insurance companies to offer Florida homeowners "discounts, credits, or other rate differentials..." for construction techniques that reduce damage and loss in windstorms. Florida insurance companies were required to submit filings by March 2003 that provide for these wind mitigation discounts. The insurance company filings began to take effect during 2003. In October 2006 Rule 690-170.07 was passed requiring insurers to increase insurance discounts for wind mitigation features in their filings with the Office of Insurance Regulation. Each year, as insurance companies have submitted new filings, the Wind Insurance Savings Calculator has been updated to reflect the filings that contained the latest information about premium savings. The discounts estimated on this website are for single family houses and owner-occupied units of multi-family dwellings and was last updated January 2011.

Insurance company filings are complex, and it is impractical for this web site to quote a wind premium in dollars for your house. Hence, the wind insurance savings presented herein are given as percentages of the wind portion of your total insurance premium. These percentages have been derived through an interpretation of the public filing from each insurance company. The wind portion is generally between 15% and 70% of the total premium depending on where you live in Florida. When comparing percentage discounts for a single company, the percentages can be approximately converted into dollars by multiplying the wind premium in dollars by the percentage discount. When comparing percentage discounts across companies, it is important to understand that the company with the highest percentages may have a higher or lower base wind premium than another company with lower percentage discounts. Therefore, the highest percent discount may not always convert to the lowest total wind premium. You can get more information by directly contacting the insurance companies you are interested in. We also recommend that before you have any inspector come to your property that you have any and all documents pertaining to your mitigating systems available to the inspector prior to his arrival. It is the owner’s responsibility to prove to the on site inspector and underwriter that they have the correct mitigating factors.

Residential Underwriting - Mitigation Inspections & Forms
Since July 1, 2008, all admitted insurance carriers were required to accept a valid uniform mitigation verification form certified by the Department of Financial Services (DFS) or signed by certain licensee’s. In the beginning, this included inspectors certified by the My Safe Florida Home Program (MSFH). However, DFS no longer certifies MSFH inspectors because the program ended.
As of 07/01/2010, the licensee’s who may sign a mitigation verification form include:
- A home inspector licensed under s. 468.8314;
- A building code inspector licensed under s. 468.607;
- A general, building, or residential contractor licensed under s. 489.111;
- A professional engineer licensed under s. 471.015;
- A professional architect licensed under s. 481.213;
- Effective 05/27/09, Any other individual or entity recognized by the insurer as possessing the necessary qualifications to properly complete a uniform mitigation verification form.
An insurer may, but is not required to, accept a form from any other person possessing qualifications and experience acceptable to the insurer.

A person who is authorized to sign a mitigation verification form must inspect the structures referenced personally, not through employees or other persons, and must certify or attest to personal inspection of the structures referenced by the form. However, licensees under s 471.015 or s. 489.111 may authorize a direct employee, who is not an independent contractor, and who possesses the required skill, knowledge and experience to conduct an inspection. Insurers have the right to request and obtain information from the authorized mitigation inspector, regarding any authorized employee’s qualifications prior to accepting a mitigation verification form performed by an employee that is not licensed under s. 471.015 or s. 489.111.
At the insurer’s expense, they may require that any uniform mitigation verification form provided by an authorized mitigation inspector or inspection company be independently verified by an inspector, inspection company or an independent third-party quality assurance provider which does possess a quality assurance program prior to accepting the uniform mitigation verification form as valid. This is known as a re-inspection. Many carriers are now performing re-inspections in order to retrieve credits that have been improperly given by inexperienced inspectors.
EFFECTIVE January, 2012, homeowners must use a new form to secure mitigation discounts following the inspection of their home. Also, the insurance companies will be required to provide this notice of the mitigation credits available to their policyholders. (Insurance companies have been required by statute to provide notice of the mitigation credits available to their policyholders on new business and renewals beginning 10/01/2005.)
The revised inspection form requests a signed statement by the licensed professional who performed the inspection as well as the homeowner’s signature. In addition, photo documentation is required for sections 3 through 9 on the form.
The revised OIR-B1-1802 (click to view) form is effective for inspections performed on or after 02/01/2012 if the inspection was performed earlier, the old version of the form should be good for 5 years and can be used unless there has been a change in the construction features of the home. However, if a consumer changes insurers the new company has a right to require the new OIR B1-1802 (Rev.01/12) form to be completed and can have the consumer pay the fee for the inspection.
Get IT Done Right ----This new form now requires a lot more work of the inspector. The inspector has to do internet search to gather information about your property from your local tax accessor offices and building inspection office. We are now required to do digital photography which will require editing, typing, printing on additional information pages that need to be added to the four page report and do precise roof perimeter calculations. This takes a lot more time so if you have an inspector that says he will do this for $ 75.00, buyer beware. Our typical stand alone inspection fee is $125.00 to $150.00 or a more reduced rate if included in our full home inspection or with other insurance inspections. You will get a complete accurate report done by a professional with over five years of Mitigation Inspecting experience and 23 hours of education on Wind Mitigation. If you want it done right call us, if you want it done wrong or with suspicion you may be looking at a re-inspection by your insurance company.
